The Taxpayer Bill of Rights, also known as TABOR, simply does not work. TABOR is a plan that cuts taxes and is marketed as a “tax and expenditure limits,” also called TELS. The states of Montana, Nebraska, Michigan and Oklahoma call the same measures SOS shortened from “Stop Over spending.” This law continues to be spun into names that backers feel taxpayers will support regardless of the substance but will support for the trendy and often tricky name.
No matter the name the limits set on spending will only set the stage to move public services into the private sectors.
